CBAM (Carbon Border Adjustment Mechanism) is the EU's carbon border tax on imports of carbon-intensive goods. It requires importers to report (and eventually pay for) the embedded emissions in imported products. CBAM ensures EU climate policies aren't undermined by carbon leakage — production moving to countries with weaker climate rules.
CBAM applies to EU importers of: iron and steel, aluminum, cement, fertilizers, electricity, and hydrogen. From 2026, it expands to include certain downstream products. The importer of record (customs declarant or indirect customs representative) is responsible for reporting.
CBAM transitional phase: October 2023 - December 2025 (quarterly reporting, no payments). Definitive phase: January 2026 onwards (CBAM certificates required, payments begin). Quarterly reports due within 1 month after each quarter end.
CBAM differs from EU ETS in that it covers imports rather than EU production. While EU ETS applies to EU-based manufacturers, CBAM applies to importers bringing goods from outside the EU. The goal is equivalent carbon pricing for domestic and imported goods.
